The POE Government Affairs team prepared the following member survey on recently amended bills. The survey results will be used to influence potential legislation and policy during the 2025 Oklahoma Legislative Session.
Survey responses were collected between May 13 and May 16, 2025, with a total of 1,676 respondents. The survey was available exclusively to POE members.

Question 1
HB 1087 was recently amended, and now has two distinct parts:
- Part 1: Extends the teachers’ minimum salary schedule beyond year 25 to year 40, raising the minimum salary for those with 40 years of experience to $64,021.
- Part 2: Modifies school calendar requirements. It mandates that if funding for public schools increases by at least $25 million compared to the previous year, public school districts must add one more day of classroom instruction.
What is your opinion of the amended HB 1087?

Question 2
HB 1727 allows children of career public school teachers who have taught for 10 or more years in Oklahoma public schools to participate in the Oklahoma Higher Learning Access Program (OHLAP), a.k.a Oklahoma’s Promise. The program provides full college tuition coverage for participating students.
The bill was recently amended to include income caps as a requirement for eligibility in the program. A student would be ineligible if their parents’ federal adjusted gross income exceeds:
- $175,000 per year for families with two or fewer dependent children,
- $185,000 per year for families with three or four dependent children,
- $195,000 per year for families with five or more dependent children.
What is your opinion of the amended HB 1727?

Question 3
SB 646, recently amended, restructures the State Board of Education and alters certain meeting protocols.
The current board is comprised of five members appointed by the Governor, with the State Superintendent (elected) serving as the chair. SB 646 would expand the board to ten members, with the Governor retaining his five appointments, the House Speaker appointing two members, and the Senate Pro Temp appointing two members.
The bill would also require meeting agendas to be posted publicly 48 hours in advance of any board meeting, and allow any three board members to place discussion items on future agendas, countering the current system where the State Superintendent alone controls the agenda.
